Tri County Council for Western Maryland, Inc (TCCWMD) is a regional council serving the Appalachian counties of Maryland: Garrett, Allegany, and Washington Counties. We have been around since 1972, bringing local leaders together to address the challenges that broadly face Western Maryland. Together, we have served as a partner to direct federal and state funding to the region to improve infrastructure, communities, and economic opportunities.
On May 13, 2025, torrential rains sent Georges Creek violently over its banks, inundating the valley town of Westernport, Maryland. The devastating flash flood damaged over 200 homes and local businesses, compromised public sewer infrastructure, and forced emergency rescues. Already facing economic hardships, the community was left reeling from the sudden, widespread loss of housing, sparking an urgent response from local and state leaders.
The road to recovery grew steeper when FEMA denied federal disaster assistance, leaving Maryland and Allegany County to fund the cleanup largely on their own. Despite this major financial hurdle, the community has rallied through the Western Maryland Long Term Recovery Group. Supported by local volunteers, faith-based coalitions, and project managers, grassroots rebuilding efforts are actively repairing damaged properties and constructing new homes for displaced families.
